Reimagining a Community Landmark Through Community Input

For decades, Clay School served as more than a place for education. Its classrooms, auditorium, gymnasium, and grounds made it a gathering place for generations of East Wheeling residents. When the school closed in the 1990s, the vacant building gradually became a visible reminder of disinvestment in the surrounding neighborhood.

Despite years of vacancy, Clay School remains an important part of East Wheeling’s identity. Its history, architecture, and location in the middle of a residential neighborhood have created a strong community interest in determining what happens to the property next.

That is why the process started by listening. Tipping Point distributed a community survey that received responses from more than 1,100 neighbors, former students, employees, and other residents with connections to Clay School. While opinions on the building’s future varied, one message was consistent: the community wants to see something positive happen here.

Those responses are helping inform the next phase of the process. The team is evaluating the costs and opportunities associated with preserving and renovating the existing building compared with redevelopment of the property, while considering potential municipal, community, educational, and event uses.

The goal is not to force a predetermined solution onto the site. It is to understand what is financially and physically possible, balance that reality with what the community values, and create a path forward that can bring meaningful activity back to this part of East Wheeling.

Whatever form the next chapter takes, the opportunity is bigger than addressing a vacant building. It is a chance to turn a longtime symbol of disinvestment into a place that once again contributes to the neighborhood around it.
